James “Terry” Moore, 81 passed away peacefully on June 22, 2025, at his home in Roswell, New Mexico.
Born in Paducah, Kentucky, on September 5, 1943, Moore graduated from Rutgers University with a Master’s degree in Library Science, in 1971, and spent the next 36 years working in libraries (New Orleans Public, Traverse Des Sioux Library System, Hibbing Public Library and Chisholm Public Library). During his 20 years as Director of the Hibbing Public Library, Moore improved library services by; automating Library, provided computers and internet to the public and computer training, created the Bob Dylan Collection and exhibit, founded the church library network, started a library book club, raised funds for air conditioning of the library, improved children’s services and programs through partnership with the schools, Hibbing Literacy Action Center and the Saint Louis County Fair Board. Moore partnered with the Chisholm Public Library and became the Director of both the Hibbing Public Library and the Chisholm Public Library befor his retirement in 2007. Moore moved to Richmond, Virginia, after his wife, Enid Costley, accepted a position as a State Library Consultant. Retirement suited Moore as it allowed him more time to read and travel. Often time, trips included hauling and carrying items for his wife, as she provided library training throughout Virginia. After dropping off items Moore would visit an historic site and or local tourist site before coming back to help pack up before heading to the next training. In 2017, Moore moved to Roswell, New Mexico where his wife serves as a Library Director.
Terry Moore, a four time Paul Harris Fellow, served as Rotary President, editor of the district newsletter and Assistant Governor. A lifetime member of the Hibbing Historical Society, Moore served as president and created the Frank’s Place newsletter. In 2006 Moore was honored by Hibbing by being chosen as the Titan of Taconite.
An avid reader, Moore participated in several book clubs, where he enjoyed conversations around books and met most of his good friends.
Moore was preceded by death by his son, Kristoffer Moore. He is survived by his wife, Enid Costley, and his son, David Moore.
Moore will be remembered as instilling the love of reading in the community he served and for following the Rotary four-way test, especially the second – “It is fair to all concerned.”
